Any legal entity from one of the EU Member States and Associated Countries can participate in a Horizon Europe call. Non-associated countries and international organisations are welcomed to join and may, depending on the call, also be eligible for funding. For a project’s proposal to be submitted, the consortium must be comprised of at least 3 partners from 3 different countries.
